Players and the Quicken Spell-like ability feat

Can a player take this feat, provided he has a spell-like ability to quicken? If so, the Knight of the Middle Circle from DotF looks COOL!

The Cerebrilith in the PsiHB has the feat, but I have never formally seen it laid out in a block. I gather the prereqs are a spell-like ability...

pg 62 in the MM, in the list of Dragon Feats.
 


Munchkin of the day: Half-Dragon Psion or Psychic Warrior with the Quicken Spell-like ability feat.
Psionic powers are spell-like abilities, so every power can be used as free action.
 

All this silliness...

And that's coming from someone who is currently playing a half-dragon PC.

Look, if you step back and take a reasonable glance on the feat in question, it's clear (to me at least) that it is intended to allow dragons to use their racial spell-like abilities. Not any-ol' spell-likes they may acquire through imballancing munchkinisms.

In order to prevent such wackiness as is being presented here, I'd just make sure to clarify this point and be done with it.

Now whether you decide to allow other races (with spell-likes) to utilize this feat, that's up to you. But I'd never allow it to apply to any kind of class-based SLA.
 

I've seen a half-fiend/dragon with this feat in an adventure. It was clearly stated that it could use its "demonic" SLAs with this feat. I agree with this.

Maybe one could limit this to racial SLAs, in contrast to SLAs gained through feats or class abilities?
