You can choose not to use them, but you can also choose to ban Conjure Animals, or clerics, or Gnomes. The fact that you can choose to ban rules doesn't make them not rules for the game. </p><p></p><p>Seriously, you do know how expansions work, like on a conceptual level, correct? Because by your utterly baffling position, expansions don't exist. Because they could never expand the game, just give the option of expanding the game, which is somehow different.
