I don't know that our views on this feat are significantly different. I think it's a 3--very rarely useful and you apparently think it's a one--never useful. I don't think this a waste of 2 feats. Despite what I said before, there are other reasons than turning being poor that it might not be worth turning undead. A 5th level paladin with a decent charisma, for instance, faced by a Specter doesn't have a hope of turning it--heck, a 5th level cleric with the sun domain needs to roll phenomenally well in order to do anything useful to it with turning. That same 5th level paladin, facing a group of advanced large zombies in a desacrated temple of Llolth might find it advantageous Divine Vengeance more worthwhile than turning. Also, Divine Might is good enough that a paladin might just want to have extra turning to power his Divine Might. Or his Divine Shield. And I think that Divine Vigor is probably a 5 so the paladin might want to power that too. So, Divine Vengeance is usually but not always a waste of one feat rather than two. Also, I can actually see a character designed to use the feat (the dual wielding or reach weapon paladin) making it look like a 4 or 5 or maybe even a 6 when facing undead. Eagle Claw, OTOH, is always a waste of one feat.
