Would you consider playing a poison dusk lizardfolk (MM3)? If so, why? If not, why? As a second part, are they too powerful for a +1 LA (as written)?

Mechanically I don't see any reason not to play one.
They seem on the weak side of LA+1, if anything.

I honestly like the little buggers, to be honest. I like their characteristics, and I like the flavor. I do not think they are too powerful for LA +1. I would definitely play one in the right campaign.

I can't believe I used honest twice in one sentence.

I used the Poison Dusks to good effect in a jungle campaign I ran...my playerss were petrified of hidden lizardman shooting them up with poisoned arrows. It was sweet.

Very strong LA+1 for a rogue.

Small but no penaty to STR or speed. This means your melee 'to hit' kept up with a non LA'ed rogue
Smaller weapon die barely matters when using sneak attack
+2 Dex and +2 con for a -2 charisma hit.
3 natural attacks to pile the sneak on with.
Poison use for free, something only PRCs offer IIRC
+3 natural armor
+5 more to hide checks if the character has enough skin exposed.
