Political and criminal intrigue, city building

Hi,
I've been through en world from the beginning, and I've spent months on reddit and blogs but I have yet to find all my answers.
Now I'm asking.
Are there good mechanics for continental political and criminal intrigue? I've read some that were appropriate for small groups/social plays, and I've looked at including Song of Fire and Ice. A suggestion was Dune, which apparently had good mechanics, I can't find them though.
I have read others, including Smallville, Legend of the Five Rings, Burning Wheel and others.
Does anyone have any suggestions for Continental political and criminal intrigue; characters could participate, as well.
The part two was connected - including the aforementioned intrigue, what other mechanics would be appropriate for city politics and crime. A good city builder would also track merchants, law enforcement and everyday people in a world, 2175 years post-apocalypse, that is run on magic.

I've played a fair bit of Burning Wheel. It's an amazing RPG, but I don't know that it will give you what you're looking for.

Blades in the Dark might be worth looking at if you haven't yet - I think it will address some of what you're interested (maybe not all - it's city-based, not continent-based).
 

My suggestions are retro and specific, but the adventure campaigns Pirates of Drinax for Traveller and the War for the Crown AP for PF1 have lots of political intrigue that span a countryside and galactic sub-sector(s). Faction standing, social mechanics, etc..

Alternatively, the DMG II for 3E has a full write up on Saltmarsh. Tables, adventure ideas, places, people, things... More of a DIY sandbox set up.

I have been inspired by the ttrpgs you mentioned - and books - off to read more.
