Possibly whichever leader-y classes arise.</p><p></p><p>He doesn't even need to be particularly high level, because we're reasonable adults here and understand that the Emperor's skills are basically whatever seems appropriate. He's had a ton of intense education and training, after all, and restricting it to his level is selling him short.
