In most campaigns, there's a certain level of power that, when you pass it, puts you among the elite. You're one of the movers and shakers. You're one of the bad-ass people. You can stand up to kings and make your opinion known without fear. You have the monetary, magical, and martial resources to have a true impact on the world.

Past that, there's another level of power where you become legendary. Your name is whispered in dark corners of deep caverns where the sun has never been mentioned or heard of, sung in the temples of your patron god, written in story books and remembered for centuries. You could march in to a kings throne room, kill him, and burn his corpse in front of the populace and take the crown from his body, and all would obey you out of fear - But you DON'T, because you have higher ideals, because you're better than that. Or because your dark goals are blacker than mere tyranny of mortal men.

Assuming that the second level of power is 5 to 10 levels past the first level, where would you place the first level of power in your campaign, and what effect do you think that has on the politics of your game world?
