Postive Energy outsider race/template

I had an idea... what if you had a campaign that required travel to, or interaction with, the positive energy plane? Here are some monsters/races/templates that I think would work well in this situation:

Positive Energy Elemental

Use stat-blocks for fire elementals, with the following exepctions:

Positive Energy Subtype (Ex): Positive energy immunity, double damage from negative energy except on a successful save.

Energy Surge (Ex): Those touched by an energy elemental (i.e. If slam-attack beats touch AC) must make a successful reflex save (based on size, as fire elemental) or take 1d6 positive energy damage. This is in addition to slam-attack damage, if any. This attack deals doble damage to undead (of course), and negates the miss chance agaist incorporeal creatures (undead or not). An energy elemental can choose not to use this ability.

Ok, that was pretty simple. What I was REALLY interested in, though, was the positive energy creature template. Check it out:

Positive Energy Creatures

Positive energy creatures are those who hail from the elemental plane of energy. These creatures exude positive energy into everything around them. Wherever they go, dead things grow alive once more. You can many times follow a positive energy creature in a forest by following the trail of wild grass and blooming flowers that are left in its wake.

A positive energy creature uses all the base creature's statistics and special abilities except as noted here.
Special Attacks: A positive energy creature retains all the special attacks of the base creature and also gains the following.
Energy Surge (Su): As Energy Surge for the positive energy elemental, except the creature gains an additional +1d6 positive energy damage for every other HD after it's first.

Special Abilities: A positive energy creature retains all the special qualities of the baze creature and also gains the following ones:
-Glows with a range of 60 feet, as if affected by light.
-Electricity, positive energy immunity. Double damage from negative energy (DC +2 all saves involving negative energy).
-Damage reduction (4HD: 5/+1, 8HD: 5/+2, 12HD: 10/+3)
-SR equal to double the creature's HD (maximum 25).
-Positive energy creatures can Lay on Hands a total number of hitpoints per day equal to twice their hit dice.

Abilities: As base creature, but intelligence is at least three.

CR: ???
ECL: ???

Anyhow, those are some of my initial thoughts. Any suggestions? Any suggestions for a positive energy Planetouched race?
