Power Components - anyone use them?

Does anyone have a relatively solid set of guidelines for power components used during the magic item creation process (i.e. drop in base price/xp cost, quality of the component, etc.)?

If I were going to do something like this, I would make each monster of a given CR that has a power component give something like a CR x CR drop in XP cost, or CR x CR x 10 gold price cost. Better creatures for a specific task (like a red dragon scale for a fire spell's cost) could multiply this. Just to get the gears turning for you.
