Power level for class abilities?

Some classes have magical abilities as class abilities, such as Healing Word, Divine Challenge, or Light. What level are these powers considered to be if you want to use Arcana to detect or identify them? If they're an enounter power, what level are they considered to be if you want to make a wand of them?

Detection and identification of magical effects with the Arcana skill includes a 1/2-level adjustment to the DC. You can treat them as level 1 or level 0 abilities equivalently. Whether they actually are level 1 or level 0 abilities I can't be sure, but I see no harm in treating them as such.

I don't know what level they would count as for wands, but wands can only be made with encounter powers from wand-using classes, and the PHB's wand-using classes have no encounter powers as class features.
 

The PHB doesn't have wand users with encounter powers, but the Artificer from Dragon gets Healing Infusion. It's still in playtest, but it shows that we'll eventually need either a rule saying "Class abilities are level x" or "wands can't be made from class abilities."
 

The PHB says "You can't choose anything other than a class power (you can't choose a paragon path power, for instance)" on p. 242.

Under Class Features on p. 52, it says that "Some class features are powers."

It's not really explicitly stated what qualifies as a class power.
