It is designed for the players to interact with them. Each council member has a a picture and description that is designed to be printed out on good card stock. This allows the picture to be seen by the players and the info to be folded behind to stand up and allow the dungeon master to reference These can be used either as stand up or placed over the top of a DM’s screen. </p><p></p><p> This is basically a role playing supplement. There are rules and advice for how the councilors will react to things and vote on issues. There is a prestige class and some new uses for old skills, but aside from that this product is a description of the councilors and their palace they interact in. The palace if good sized having over a hundred and ten rooms all fully described. </p><p></p><p> For someone who has need for city councilors that players will interact with a decent amount this is a good product. I feel it is a little limited in scope and could have been expanded on in a few areas. For instance there are some good plot ideas in here, but I felt that there were many more options that could have been used for plots and expanding the plots presented here.</p></blockquote><p></p>
