Lurge = Lunge? When you type 'Lurge', are you really meaning to type 'Lunge: to quickly step forward, often in an attempt to extend reach'? Just a bit of a nitpick, but I can't help it. Something you have to take into account is the fact that the damage levels on Chains are not what the damage levels on swords are, which makes things slightly better, but the powers that you describe are a bit powerful, so may I suggest something quite radical? Redo the prerequisites. Select a minimum level at which you would like to make this a PrC available to a specific class (currently seems like Fighter, but Rogue is also a possibility) and design a set of requirements that would mandate total devotion to the goal of becoming a Chainwhirler (7th level doesn't seem inappropriate). Your available choices for prerequisites are not limited to just feats and skills (though those are important, don't get me wrong). The only things you shouldn't use as a prerequisite for a PrC is a Class or a stated specific level. BAB is a good start, Expertise and some of the associated feats is another, as well as two weapon fighting and/or ambidexterity. If you wanted to be really sneaky, you could mandate that the character had to have the ability to Sneak Attack before being elegible for this class, in additon to having the BAB of, say, a 6th level Fighter. Chains have always had a bit of a 'seedy' reputation, and a level or two of Rogue is not inappropriate. Remember to count all the feats available to a fighter or a rogue so you don't run into the pitfall of incorporating so many feats into the prerequisites that for a 10 level PrC, the requirements can only reasonably be met by someone of 15th level or higher, that's something that not many people will catch. I know this is only generalized advice, but it looks like you are well on your way to developing an interesting PrC. My 2bits.
