I’ve got all those and combine elements of all 4 for my version. When my primary campaign began in 1996 (still going), it started with “Return to KotB” in AD&D 1e rules (it was written for 2e). I placed it in Bissel, at the edge of Yatil Mountains wilderness and the end of Bisselite control before the Highfolk vaguely begins. My Highfolk - I think as intended - is not a country but a vaguely defined region of independent holdings ranging from fortified inns to nomadic tribes to the Town of Highfolk. By the time the Family Campaign got there ~2022, retired PC’s from the main campaign we’re living there, owning the Green Man pub and leading the ranger patrol, respectively. One active PC owns it and others live there in their downtime, but they are off on an adventure. I used OAR “Into the Borderlands” and these PC’s investigated the Lonely Tower and Quasqueton. The retroactively “official” place to put the Keep is the Yeomanry, but I think your choice of the Shield Lands, my choice of Bissel, or others’ choice of Ratik make more sense. FYI, Anna Meyers has the best Greyhawk maps, and her personal campaign focuses on the Shield Lands, so you may want to check out her work. If you’re on Facebook, Flannaess Geography group is great for discussions like this.
