The civilians would rather to use "toon guns" because they can used to incapacitate hostile intruders but they don't cause irreversible personal damage (like in the cartoons where Daffy Duck can survive a shotgun blast at point-blank range, painful and all black face but not mortal). The arrival of the gunpowder didn't stop the use of strongholds because these used "wondround architectures" or inamobile magic items that created a magic area effect around the buildins avoiding to be shooted by gunpowder canons.</p><p>The dragons are very involved in the economy due a divine curse they shouldn't accumulate treasures that can be looted and then they would rather to earn prestige leading companies and building arcologies (= super skycrappers). </p><p>The History of this plane is really special. A lot of time ago there was a world who was reaching the level of utopia becoming a reality, but its golden days ended. What was their mistake, or was it only a bad luck? neither one nor the other, simply others couldn't allow a rival power was better than them. When the travel toward parallel worlds was discovered some "timelines" did not accept that there was a civilization more advanced than them, and they feared this "sacred timeline" became the natural leader if there was a multiverse league. Like the nerd in the class who gets the best grades and therefore suffers the wrath of the bullies, the tall poppy syndrome.</p><p>Then during a special date, an eclipse during a planetary alignment several cultist groups summoned the "phobiaphages fiends", fear-eater infernal beings with wrap-reality powers. The natives of the "sacred timelines" used their own chronomancer agents to avoid or stop this castaclym, but the "sacred timeline" was "left isolated" among infernal o dystopian timelines. Let's say like if the sacred light tree was in the center of the forest and then evil feys planted hedges of thorny brambles around this to avoid the acess. The natives of the "sacred timeline" lost interest into the exploration of other uchronies and plane-walkers who wanted to visit them should survive the dangerous "neighbour timelines".</p><p>Curbiria has got different layers, acording the "karma or purity level". The innocent or juster souls live in Tootonia. This is like a 70 cartoon show of antropomorphic animals. The crime rate is relatively low, and crimes involving intentional personal injury are actually rare. There are some criminal groups but they are mainly focused into economic crimes without blood.</p><p>Efialtes is the layer where the sinners with a great level of bad karma are "sent". This layer is like a "patch" of the distopyan timelines created by evil time-travels. Usually the rulers of these domains are lower-planar dragons (Howling , Styx , pyroclastic, rust , Tarterian , gloom, chole and deathmask) and their infernal dragonborns. Abysal genasies also may be found here. Low-level fiends like lemures and manes may be found easily. These can be "hunted" to be used in dark rituals and become something like fiend-touched symbionts. (yes, somebody is too crazy to dare to infernal grafts and like this).</p><p>The supreme lords of Efialtes are the phobiaphage fiends, and they are very dangerous, but their wish to devour the fear and suffering of the sentient beings has fustrated in a way they couldn't imagine. The reason is because some cutists summoned genies and they asked these their wishes to be granted. The genies again lived up to their reputation for twisting the fulfillment of wishes but this time they have got a good reason. The genies enjoyed too much the art, music, literature, dramaturgy from the sacred timeline and they didn't want this to be lost. What happened? The phobiaphage fiends were "sealed" in "stages". They couldn't go beyond their domains. Of course they started to "hunt" but their victims were like a "poisonous gift". The phobiaphage fiends couldn't guess the reason but the truth is the damage and suffering they were causing was because the natives from the "sacred timelines" were "martyrs", innocent souls hated because their faith helped them to build the best future. It was painful like a vampire drinking holy water. </p><p></p><p>They devised another strategy, with their reality-wrap powers they built dungeons with traps, monsters and promises of treasures. Then their victims would be tomb-raiders, sinners. The idea worked in the begining, but after a new kind of dungeon-crawler arrived. These didn't show enough fear or suffering, even they even seemed to enjoy the challenges. The reason is because genies hated phobiaphage fiends due previous conflicts in the past. To torment these the dungeon-crawlers were "gamers" from other planes (for example from Kamigawa) who believed to be using a hiperealistic virtual simulation.
