Ghosts exist on the ethereal plane, but can manifest and affect creatures on the material plane.

What happens if a ghost uses plane-shift or a portal to enter the material plane completely?

Does it keep its deflection bonus to AC? Can it use its malevolence (possession) ability? Can it "manifest" on the ethereal plane?

A "solid" ghost would be a neat challenge to throw at a party. They would probably never recognize it as a "standard" monster.

There are some situations which I honestly don't think the designers ever imagined. A ghost using plane shift to enter the material plane is probably one of them.

As a DM, I'd say it wasn't possible. That ghosts, as spiritual creatures, cannot exist outside of the Ethereal plane. Thus, a ghost using plane shift would simply manifest as normal in the Prime.

Still, it would present an interesting scenario...
