Is it only possible for psions to choose powers from their discipline?

My Nomad is wondering if he can choose powers other than psychoportive ones

You'll want to ask this in Rules -- nobody reads Conversions, and it's not really on-topic.

There's a good FAQ in the Psionics section of the WotC boards (here).

Anyway: yay 3.5e Psionics! I think you will enjoy not sucking.

You may choose powers from two lists:
1/ The general Psion/Wilder list; and
2/ Your special Discipline list.

You may choose Telepathy powers, but only the ones on the general Psion/Wilder list, not the ones on the special Telepath list. (So missive is fine, but mindlink is restricted). You can "buy" powers from other lists with the Expanded Knowledge feat.

One thing that's important is that your Intelligence score is now your key ability score for manifesting purposes, as a Psion in 3.5. Dexterity will no longer serve that purpose.

You can learn powers only from the 'general' psion/wilder list, and from the psychoportation/nomad-specific list. Powers from other psion-discipline-specialized lists can only be learned through taking copies of the Expanded Knowledge feat, which has certain limitations written into it.
