I don't think that there is but if your character is a Cerebremancer, you would have access to True Strike from the wizard end.

Craft Contingent Spell out of the Complete Arcane. Is there a Craft Contingent Power that would be exceptionally useful to Psionic Artificers.

No, there is not, nor should there be. Deep impact comes close though.

Arcane: Expeditious retreat. Divine: Ranger: Longstrider.

There are a set of three arcane spells in the PHB2 which come close. They kind of let you borrow an action from the next round; a move, standard and full action respectively.

Frank, I was more inquiring about getting another move action, which Starwed answered.

Pity, really, Deep Impact makes it touch. Not much use against a monk.
