The roll is percentile and refers to a table of Level 1 powers. Once the PC has qualified for a Level 1 power, their next power may be a Level 2 power. Which level the power will be is also determined randomly (once more than one Level is applicable).</p><p></p><p>All rolls are percentile-based.</p><p></p><p>Telepathy is gained on a stepped system and originally obtained in limited form once a PC receives their first power.</p><p></p><p>Offensive and Defensive Modes are obtained depending on the number of power points and powers a PC has obtained.
