Okay, so it's effectively a dungeon in a dead magic zone and your DM is using the "psionics are a type of magic" setting, which is the default. Who cares about how the runes work? He could just as well have said "it's a dead magic zone." Perhaps he wants a chance to present puzzles or challenges that would otherwise be too easily solved or bypassed through magic. Perhaps he wants you to rely on your skills and your character's intellect. It's not the best idea, but it's not horrible either. And as long as he doesn't make a habit of it, the magic-using PCs should rely on their other capabilities. A wizard is far more than a walking piece of artillery. Saeviomagy - the wizard is *still* tremendously intelligent and has a bunch of knowledge skills. That is, in many stories, the wizard's greatest advantage - perhaps the DM is trying to give the wizard an opportunity to demonstrate. Likewise, the cleric and druid are still quite potent without magic, and at least two of the bard's major roles are largely unaffected (diplomacy, knowledge). I agree that if the DM wants to run a combat-heavy no-magic dungeon he is screwing over the magic users, but we don't know yet that the adventure involves fighting. It would be premature (and IMO petulant) for the magic-users to stage a walkout. A good adventure can be written to allow magic-users to shine in a dead-magic zone.
