D&D 3E/3.5 psy-gish city-state 3.5

I'm building a world, it's a long island chain covered in city-states, and I want one of them to be ruled by a group similar to the jedi council. there would be a legislature as well, but the executive of the state would be the jedi guys (they wouldn't be called that, but i will in this thread for simplicity's sake). the elite core of the army, as well, would be made up of these jedi types.

my question is this: i need a good standard build for these guys. i like the idea of both the swashbuckler/psion and the psywar/monk/paladin/i have no idea.

oh, this is important, i'm gonna allow for a modification on the eldrich knight class, availiable only to pc's and npc's from this state, that advances manifester level instead of spellcaster level.

what's better though? the swash/psion seems cool, and keeps with the nautical theme (island chain), plus they could go for knowledge devotion, but it seems like a jedi-based group should have WISDOM as their primary stat.
