Question about Mutants

Is there anything out there covering mutants (like x-men mutants) in d20, and would it be easier to apply mutant powers like templates or to create a whole race based on specific mutant powers?

Yeah, there's a whole book called Mutants and Masterminds which covers any power imaginable in d20, supposedly (I know of this book, but do not own it).

It's an alternative system, not a shoe-horn into D&D or d20 modern, so keep that in mind.

One of these days I want to run some X-men style supers in D&D. I plan on allowing the PCs to take 20pts worth of Weaknesses (or are they called Flaws?), and using the points to buy thier powers. In theory it'd work out nicely.
