Question about the Emotion Spell

Quick question: Emotion says it effects every living creature in a 15 foot radius, and is concentration. Does that mean it effects everyone in that radius and continues to do so if they move, or just anyone happening to ever be stadning in that radius while I'm concentrating?

Dynasties & Demagogues from Atlas has a Greater Emotion spell that effects large crowds. Not that this answers your question, but thought you might like to know, if you're considering getting/using this spell.

I'd say creatures initially affected by it continue to experience the emotion as long as you concentrate, whereever they move (unless they go another plane). In Icewind Dale 2, emotion worked that way.
