The Slowed condition simply changes your speed to 2. If the power lets you shift n squares, you can shift n squares. If the power lets you shift squares equal to your speed, then that number is 2. So for example, the Ranger power Yield Ground lets you shift a number of squares equal to your Wisdom modifier. If your Wisdom modifier is 3 or 4, you get to shift that number even while Slowed. This is the Rule As Written. I don't think there'd be too many complaints if the DM said you can only shift 2 squares when slowed.</p><p></p><p></p><p></p><p>The Unconscious Condition is on page 277 of the PHB. One of the conditions of being unconscious is: "You can't take actions." As Second Wind is a Standard Action (Arrrrr, mebbe for ye pansy types. It be a Minor Action for us Dwarves.
