After review and back-and-forth on various things, I made some changes. Snow Flurry: This is a higher-level Fog Cloud, with a snow theme, but had no way to get past the obscurement. Fog Cloud could be dispersed with a wind, but this didn't have that weakness. It needed to be counterable outside of special racial features. As such, I added a save against the obscurement. Make the save, and it drops from heavily obscured (effectively blind) to lightly obscured (disadvantage on perception checks). I waffled on making it a Wis save or an Int save, but since this isn't a mental effect, but an attempt to actively see through the snow to find what you're looking for, I made it an Int check. Once you make the save, you have a permanent pass through the heavy obscurement (unless the spell is re-cast). That's in line with most other similar spells of this level. I did put a limit on the save effect, though, only allowing to see 50' through the spell. This means that someone outside the spell on one side can't see all the way through, to people outside the spell on the other side. Since most of the 'threat' of the spell relates to how people interact while inside the spell, that seemed reasonable. So, you can't just dismiss it like Fog Cloud, with a good breeze, but it still acts as good cover to let you get away, if used as an escape mechanism. You might have a round or two where the enemy is fully blocked, but even if they make their checks, their perception checks are still being hindered. Plus, there's difficult terrain no matter what (barring a ranger, or Free Action, or similar). This also makes it amenable to use with sorcerer's Careful Spell metamagic. Careful Spell has very, very few uses, but this spell and a couple others can make it a powerful tool with the right specialization. Reworked spell: Snow Flurry Level 2 Conjuration Casting Time: 1 action Range: 120 feet Components: V, S Duration: Concentration, up to 10 minutes You create a 30-foot-radius sphere of swirling snow centered on a point within range. The sphere spreads around corners, and the area is heavily obscured. The snow is thick, covering the ground and clinging to anyone in its area of effect, causing the region to be difficult terrain. A creature affected by the heavy obscurement may make an Intelligence saving throw in order to figure out how to see past the majority of the interfering snow. If successful, the area of the spell's effect up to 50 feet from the creature may be treated as lightly obscured. At Higher Levels: When you cast this spell using a spell slot of 3rd level or higher, the radius of the snow flurry increases by 30 feet for each slot level above 2nd.
