quick ? on encounter treasure and monster gear

say, for instance, my party goes up against a hill giant (CR 7). The average treasure value for a level 7 encounter is 2,600gp. Is the giant's gear figured into that? it looks like half giants have a large great club and large hide armor. i know the price of those ends up being negligible in the long run but i am just curious if the values of those items are figured into that average.

and also, for specific monsters with a "possessions" section like Frost Giant Jarl. Jarl has a +2 frost greataxe, +2 full plate armor, cloak of Charisma +2, ring of minor energy resistance (fire), 2 doses of bloodroot poison in his "possessions". would those take the place of a level 17 treasure or would the party gain a level 17 treasure in addition to jarl's possessions?

For monsters with class levels you don't use the encounter treasure values at all. This was clarified in Monster Manuals 4 & 5. Instead you use the npc starting wealth table in the DMG using the CR of the classed monster in place of the level.

Any gear mentioned in a monster entry has to be substracted from this starting wealth value.

IIRC, in some cases you'll find that the gear mentioned in the MM entry has a higher cost than the npc starting wealth. You can balance this by reducing the treasure of other encounters.
