quick Weapon Specialization ?

Can it only be taken as a fighter bonus feat? Or could you select it as a regular feat (like at 6th or 9th level?)

A bonus feat is just a limited choice feat. So, yes!

thanks! was just trying to plan a charecter and wanted WS, but he wouldn't get it until his 6th level feat due to a PrC I'd want to take.

Of course, only a fighter may take it. PHB p. 37: "Weapon Specialization... The fighter may take this feat as a bonus feat or as a regular one."

Indeed, except that psionic warriors, if you use them, get it as a bonus feat at 6th level. That's beside the main point, of course.

basically it was like this, going for Frenzied Bersker, and I had miss counted feats

3* (1st fighter) Power Attack
4* (2nd fighter) Cleave
6 Weapon Focus: Great Ax
6* (4th fighter) WS: Great Ax
