By this point, Eberron's been around long enough to have caused a bit of a divergence in audience - as with FR, there are those who don't buy Eberron stuff because they consider it sideways of the generic line. So fitting it in with the standard format will pull in a larger audience.2) It's probably a step towards placing Eberron as the mainline D&D setting.
