Racial feats and standard feats

Do we have any indication whether racial feats will be picked in place of standard feats or in addition to them?

My guess is in place of, that they'll just be a new type of feat like Metamagic or whatever in 3.X. If they were going to be in addition, why even call them feats?

You might get a certain number of racial feats (eg, one at level 2, 4, 6, 8 and 10) but also be allowed to spend standard feat slots on them.
