Random and Editable Character Generators?

I know this has been asked before and I think I even asked once a while back, but I'm looking for software that can specifically generate a character to a specific set of parameters (class, race, level) and then lets me edit the result so that I can change feats, skills, weapons used and so forth. PCGen does the latter and the Jamis Buck generator does the former but the two just don't meet (unless someone has updated the export code in the Jamis Buck generator lately -- it was out of date for more recent versions of PCGen). I'd like to see this in one package if possible.

What I want to do is this: If I need a 14th level wizard for next weeks session to be the villain, I want to be able to go to the program and have it spit out 14th level wizards until I find one I like except for a few things. Then I want to take that wizard and add, say, "See Invisibility", the Extend Spell Metamagic feat and 7 ranks of Herbalism to fit my plot.

So, what's out there?
