Something about Ready needs to be stated as a reminder because people overlook it - it's an INITIATIVE action. Initiative is concerned with determining the order in which things are RESOLVED not in determining the order in which events actually take place. If you ready to shoot the first orc through the door then the orc MUST come through the door before you can shoot - but THEN your shot is resolved before other events and your place in the initiative order is altered accordingly. Time Stop is pretty clear in its description that it isn't to be used as a means of insta-kill-without-threat-to-yourself. Others are INVULNERABLE to your spells and you are forbidden to even TARGET them. But TS still gives you the advantage of additional time. The caster could well have simply cast Disintigrate rather than Time Stop and there would be no issue to discuss. Instead of casting TS the caster could have readied to cast Disintigrate and there would be no issue to discuss (though that would have been rather pointless to ready it for immediate casting rather than just casting it.) Just because the caster DID cast Time Stop to provide himself with additional ROUNDS of time (albeit subjective time; time in which his actions have severe limitations if he tries to affect the world around him instead of just himself) should not create an issue if he chooses to use some of that subjective time to ready that Disintigrate spell to be cast later if the trigger conditions are met. I'd have probably asked for a better trigger condition than, "when the flow of time is restored." Something like, "I'll Disintigrate HIM as soon as he begins to move again," is a MUCH less nebulous conditional trigger.
