Neither seems all that fair nor all that productive. </p><p></p><p>This ruler sounds as if he’s meant to be an antagonist. So PCs going after an antagonist seems pretty predictable to me. Now, maybe a direct confrontation is not what the GM had in mind. And maybe the fiction had clearly established that a direct confrontation was a bad idea.
