The state police outside the city caught only a glimpse of conditions inside the dome, but claim that the landscape is unrecognizable under a shroud of smoke and darkness. A police helicopter reported seeing dozens of monstrous insects scouring the city, flames reflected on their metallic carapaces, before the dome snapped back into place. </p><p></p><p>Rules of engagement prohibit a full-scale military response against a civilian population center, and conventional small-scale urban warfare or S.W.A.T. groups have severely limited utility againt unconventional forces such as these. The only card left to play is the superhumans. At the behest of the President of the United States, the National Emergency Management Organization (N.E.M.O.) has scrambled a team of superhuman field agents to restore order.</p><p></p><p>Whatever the cause of this disturbance, it's powerful enough to effectively conquer a major American city.
