Just a quick and dirty write up of my favorite Changeling Kith for DnD 4E. I will try to have more details written up soon, I just wanted to get an opinion of the numbers of the race.

Ability Scores: +2 Con, +2 Wis

Vision: Normal
Languages: Common, Redcap
Skill Bonuses: +2 Endurance, +2 Intimidate
Fey Origins: Your ancestors were native to the Feywild, so you are considered a fey creature for the purpose of effects that relate to creature origin.
Iron Gullet: You have resist fire 5 + one half your level.
Dirty Fighter: When you have combat advantage, you gain an additional +2 bonus.
Taste for Blood: You gain a +1 bonus on attack and damage rolls against any opponent you have already damaged this encounter.

Attack or damage? Either way, I think a +1 bonus is enough.

This is too much to keep track of, and it's a significant advantage for controllers (and other close/area attackers). I recommend you give the bonus against bloodied creatures which suits the flavour but is easier to manage.

Your race lacks a power - it's not the only race to do so, but most do come with powers and they can add a lot to the play experience. I would consider if you really need two abilities that add to attack rolls or if there's something else you can add.
 

Languages: Common, Redcap

DnD 4e tries very hard to keep the amount of languages to a minimum, in this case about 10. The problem with introducing a new language like this is that it has no other established connections to the setting. Unless you plan on making a few monsters, an area in the Feywild, and or other tie ins for the language it makes this language as a choice fairly usesless for the guy choosing the race.

I would suggest changing it to either Elven which is the language of the Fomorians (another primarily deadly fey species), or possibly Deep Speech which shares the Rellanic alphabet with Elven.

Taste for Blood: You gain a +1 bonus on attack and damage rolls against any opponent you have already damaged this encounter.

This is an insanely powerful ability. I'd change it to a +1 when the target is bloodied. Even then it is impressive in comparison with similar abilities offered by the Tiefling and Dragonborn. I would let this flavor your decisions when further developing the race. IE: The dragonborn have a feat they can take to increase their damage when bloodied by +2 you might want to skip those types of feats since yours is already quite adequate.

Postcript:. I agree with Khuxan on Dirty Fighter, you've already got an ability that fits that bill and you don't need two. However, I think dirty fighter would be a great encounter power. Maybe as a free action available when you have combat advantage and have dealt damage to the target, you can add a condition until their next turn. That would help further define the race.

PPS: I'd delete the "be a wacky...sight" sentence and add on one that tells you what classes would fit your race.
