Refresh mechanic for Encounter powers

What am I missing? The movement stuff doesn't bother me so much. I don't care about players gaining flight and using it all combat or anything. But an encounter power that gave them free surgeless healing, for example, would be something I consider game breaking. Likewise a power that could be spammed using this recharge rule to create an infinite loop to do something ridiculous would be bad too.</p><p></p><p>So is there anything like that out there that you can think of?</p></blockquote><p></p>
