It seems that the system you are proposing is a little like that.

I've updated the rules based on your feedback. I was hoping to avoid having to explicitly divide each spell into Encounter, Daily, and Utility, but that might be necessary after all. In any case, please evaluate these rules as if such an enumerated list exists, and is reasonably well-balanced.
