Power Stones do not work like scrolls in that manner. A Power Stone is simply used for a one-time psionic power manifestation, free of power point costs. When someone creates a Power Stone, they encode it with one or more psionic powers they know (paying the power points at that time only). Anyone psionic who picks up the stone can 'hail' the stone to learn what powers it contains, then may attempt to activate the stone, automatically manifesting one of the powers within the stone (their choice), if they have the power on their class list (i.e. Valor, Hustle, Call Cohort, etc. are not on the Psion's list of powers, so they need at least 1 level of Psychic Warrior in order to manifest one of those powers from a Power Stone), and if they have the requisite ability score (i.e. Int 13+ for any 3rd-level Metacreative power, Str 17+ for any 7th-level Psychometabolism power, etc.). If they do not meet a certain level requirement, they need a Will save to manifest the power successfully, and on a failure they may suffer brainburn. Regardless, once any given power has been manifested from a Power Stone, that power is 'flushed' from the stone and no longer encoded. Once all powers in the stone have been flushed, it becomes mundane. The only way a character can learn new psionic powers, far as I know, aside from those learned automatically through gaining levels in a psionic class, is through a high-level Psion manifesting Psychic Chirurgery upon you and choosing to bestow you with some of their own powers.</blockquote>
