The T-Virus is never shown to be airborne, that's true, but then, we've never seen direct instances in the games of it being released into an environment via the air, so that's somewhat unknown. It's interesting to note that the novel Resident Evil: The Umbrella Conspiracy, Wesker thinks to himself that he deliberately had the S.T.A.R.S. wait before heading towards the mansion because he wanted to be sure the virus was no longer an airborne threat in the mansion itself after the spill. Likewise, in the novel Resident Evil: Caliban Cove, the variant virus (not sure if it had a T-Virus base or not, but I think it was somehow related) created by the mad scientist there (I forget his name) is extremely airborne, and his plan is to release it so it can infect the world. And or course, the movie, like the scenario I mentioned from the first novel, had the T-Virus being spread as an airborne contagion for the first few hours after its release, until several hours later when it was no longer an airborne pathogen. Now, admittedly I haven't played Code: Veronica, but everything I've seen leads me to believe that's incorrect. For one thing, in Resident Evil 3: Nemesis, Jill is infected with the T-Virus, and she is slowly dying until Carlos gets the vaccine for her. Likewise, Wesker in C:V has become some sort of creature, but nothing says its T-Virus based. It's interesting to note that the T-Virus doesn't immediately cause death however. Rather, when infecting a human, the infected host regresses to a zombie-like state. While the game never directly mentions it, it is alluded to (and outrightly said in the novels) that eventually, the "zombie" created by the T-Virus infecting a human simply corrodes to the point where it just falls apart, unable to function at that level of decay. Wesker released those hunters when he realized Chris was coming, that's true, however, he was on Rock Fort Island at the time, and that was an Umbrella facility. He simply let the monsters out that were already there, he did not bring those hunters with him. Umbrella is the only corporation with the T-Virus (though, as evidenced by the thing that Wesker has become, there are other corporations out there experimenting along similar lines, and probably want the T-Virus and related projects for themselves).
