All outlawed: you need a permit from the king to carry one.</p><p></p><p>If you want to allow the PC's to play magic classes in a low-magic world, the invaders outlaw <strong>magic</strong> too - that may give you the classic "the invaders kill the priests and the sorcerers and the witches", opening, forcing your PC classes underground, and providing a sub-set of the population who have been "made an example of". </p><p></p><p>The "the enemy invading the city" scene(s) can really run your players through a lot of Daily powers and Healing Surges, if they wind up trying to rescue, protect, etc, some of their NPC friends.
