BW needs much less of this, because of various mechanical features it has (Wises, Circles, etc). Prince Valiant needs less of this too, because of how it so resolutely pushes play away from detail and minutiae. AD&D, RM and I suspect 5e, on the other hand, love detail and minutiae <em>and</em> don't have the BW tools and so table consensus, with the GM sometimes taking a firm hand, becomes more important.</p><p></p><p>Is a GM's firm hand different from railroading? I think it can be. But as I said, it's going to be very table-specific.</p></blockquote><p></p>
