You spend them on a level 6 encounter power, and a level 1 daily.</p><p></p><p>Not a fully refined idea, but I think you might get what I am saying.</p><p></p><p>Or just let the powers, like magic items of the past, graduate with the PC level.</p><p></p><p></p><p>Why?
