That 1st-level power may be different than what the cleric had at lvl 1 (started with Divine Glow but "retrained" it to Cause Fear, for example).</p><p></p><p>Now the cleric is lvl 12 and hits lvl 13. If I'm understanding this correctly: instead of swapping Cause Fear back to Divine Glow, the cleric can replace the 1st-level entirely with a 13th-level encounter power, like Mantle of Glory.</p><p></p><p>The cleric now would have a 13th-level, a 7th-level, and a 3rd-level encounter power, and potentially different 7th- and 3rd-level powers than were initially chosen.</p><p></p><p>Sorry if this seems remedial but I was really confused.
