Ring of Wizardry I & II

Hi all. As I've lent my Magic Item Compendium to another player, could someone please help with a quick item creation question?

I have a Ring of Wizardry I, and plan to use a Wish granted by a powerful, godlike NPC to add the power of a Ring of Wizardry II to it. What is the XP cost of doing this?

Under DMG rules, I would say that there's an extra cost based on 50% of the added power. Under MIC, I understand it changes to 50% of the least expensive power - is this correct?

Also, I know that MIC relaxes the rules on adding powers to existing items a bit. Does adding Ring of Wizardry II to a Ring of Wizardry I still incur the extra 50% cost? Or is it only for completely disparate powers, such as adding Ring of Wizardry II to my Ring of Invisibility?

In the past, when in doubt I've tended to assume the more costly answer applies, but I'm still getting to grips with the way MIC has changed the philosophy behind item creation.

DMG (after errata) is also the least expensive power. ;)

IIRC, this would be a straight addition. No surcharge at all.

Especially, when you take into account how ridiculously overpriced RoW are
 

Ah, forgot to look in the errata! But it never really made sense that the order in which you applied the enchantments affected the cost. Thanks.

If it's a straight addition, with no surcharge, is that as per DMG or new for MIC?

I always thought the DMG rules for adding powers were a little vague, has MIC clarified this? At the end of the day it's the DM's decision, but he usually follows RAW.
