Because you cannot use permanency to make Prismatic Sphere a Command Word activateable spell built into a shield (or any other object). That would require craft magic arms and armor or craft wonderous item depending on the object. As such, just like any other non-artifact magic item, it makes a DC 23 Will save or the shield loses any magical properties it had, include the ability to cast Prismatic Sphere as a command word power. However if the Rod of Cancellation were to be used against the Prismatic Sphere itself, it would not affect the shield at all. I am not that familiar with random deflector, however considering what the rod of cancellation does (as a one use magic item for all intents and purposes) I would be disinclined to have it easily thwarted. On a side note, making a 9th level spell 'command word' useable on a wonderous item is spendy...over 275,000gp base cost + other stuff.</blockquote>
