In first edition the Rod had all balnk spaces that the DM could fill with entries from the big list of suggested artifact powers. So whatever powers you want it to have really.

Yah, that was the way that all the artifacts and relics were handled in the 1E DMG...it let the DM customize those items for their campaign.

i thought i had also seen somewhere in print that Asmodeus and/or the devils in general had some kind of interest in the Ro7P... perhaps in FC2?

There is mention of something along these lines in Dungeon 130 - The Spire of Long Shadows, a powerful pit fiend named Visciannix recently came into posession of the sixth fragement, and his agents were searching actively for the seventh part, guided by the fragement in their posession.

I am running Age of Worms and having this recur throughout, that periodically the devils try once again to snatch the seventh fragment from the players.
