Rolling a natural 1

Help me please, where did they put the rules when a natural 1 is now a failure and a natural 20 an automatic success?
... and for what.

I've always played this way (as a house rule) though I do believe I saw it as a variant rule in either the DMG or PHB (latter I think). A 20 always hits/succeeds/threatens a crit and a 1 always misses/fails/threatens a fumble (IMC you have to roll another 1 to actually fumble your weapon)... There are some cases where the only time someone will miss is if they roll a 1 and vice versa with the 20...

The fumble rule is the variant, since it tends to become annoying at higher level (better fighters means more attacks/round means more fumbles).

The automatic hit/miss is a core rule.

For saving throws, PH page 136. For attack rolls, PH page 134.
