I don't believe it's available separately, it takes up about half of the TROS rulebook. Harn also has a couple of Roman-type nations. One on the island of Harn itself, the Thardic Republic, is basically a small version of Rome from the transition period from Republic to Empire. There's also a larger nation on the mainland which fills the role of former-world-spanning-empire-now-in-decline, but I don't know if it's ever been detailed.</blockquote>
