There is nothing lucky to narrate. </p><p></p><p>So, if the halfling is supposed to feel lucky ALL THE TIME then the DM will have to narrate luck EVEN WHEN THE HALFLING DOESN'T ACT. </p><p></p><p></p><p></p><p>Level 12. But yeah, see, the funny thing about statistics is that even things you think are unlikely, happen. Because some people are lucky.
