WotC could reserve the right to tweak the levels to gain a better spread across the epic tier (with the titular evils anywhere from Level 21-37)</p><p></p><p>What this would do is:</p><p></p><p>A. Create an interesting Epic Book, a must for epic tier fans.</p><p>B. Stir up some interest in Epic Material amongst the fans.</p><p>C.
