are there any resources on line to help in the creation of spells, magic items, feats ect. thanks

Not that I know of but you might want to post in the computer forum in case there are some progrrams that might help.

You mean something like an evaluation toolkit?

The only stuff I know are the benchmark spell lists in Tome & Blood.

The netbook of feats has an evaluation method, but it's only the average of a couple of subjective opinions of the authors, IIRC. So, not really useful for you.

The best option is still to simply compare with similar official stuff.
