I don't have the book here so I'm asking this from memory:

A fighter in my game who has the "Knockback" (I think that's the name) Feat (where when you hit someone you do a STR roll to see if you knock them down) and just added the Feat where you get a free attack when someone loses their DEX bonus.

Do those two combine so that when he hits someone and knocks them down he immediately gets a second attack?

Falling down on it's own does not cause you to lose your dex bonus, so no.

Incidentally, the feats are Knock-Back and Expert Tachtician.

Yup, Knockdown and Expert Tactician.

Note, that Expert Tactician has been errataed a second time (first time in the Sword and Fist errata) in Song and Silence. It now has Combat Reflexes as a prerequisite.

Being prone does not make one lose his Dex bonus to AC, so this combination doesn't work the way he would like it.

Note, that Knockdown also does not grant a free extra attack via Improved Trip. The reasoning behind this clarification was, that you do not make a regular trip attack with Knockdown, and therefore Improved Trip is not applicable.

Knockdown doesn't grant a free trip automatically. That's only if you do at least 10 points of damage in one attack.
